We don't know much about his powers. We do know that the dark priestess has enlisted him to seduce and marry Prue in order to allow the dark priestess to gain access to the Book of Shadows. Zile's doesn't really need to do much in the way of seduction. He is a shapeshifter and naturally he shapeshifts into Prue's present boyfriend, a predictable (and boring) bloke named Justin. The seduction essentially consists of giving Prue a supernatural mickie (a kiss on the lips that will allow a scorpion laced potion to paralyze Prue). A later shapeshift into an identical Prue does not save his life, as the Charmed Two (Piper and Phoebe) shed their evil selves and vanquish the warlock, along with the dark priestess.
