Where's Piper? She's off to Hawaii on a business trip. In the meantime, Phoebe stirs up trouble and risks Prue's wrath by visiting Alcatraz with her friend. When she is supposed to be running errands for Prue and taking care of the household chores, Phoebe observes an executed murderer's ghost kill a tour guide on Alcatraz Island and use the dead man's body to escape from the island. It's going to be tough enough to explain how the guard died, let alone for Phoebe to explain to Prue how she just happened to be there when the death occurred. Phoebe tries her best to keep the truth from Prue, but alas the evidence speaks for itself.
Once safely across the bay, Jackson Ward can exact his revenge upon those responsible for his conviction and execution: the judge, the jury foreman, and anyone else he can torment, torture and dispose of. Phoebe is determined to stop him and drags Prue into the picture. Andy, of course, gets involved, if only because the body count is piling up. Since Andy now knows about magic, he can use tricks previously unknown to him to identify fingerprints left at the scene. Of course, this is only going to fuel suspicion within Internal Affairs, as we are introduced to Inspector Rodriguez, a demon in disguise, who is out to get the Charmed Ones by coercing Andy into helping.
Jackson Ward is aided and abetted in his escape by the Soul Collector, a magical being clearly on the side of bad people. Just exactly how does this being related to the Angel of Death, a soul collector who is supposed to remain neutral? Was this soul collector an angel of death gone bad?
