Belthazor is no more. His powers have been stripped. But, first there is a huge battle between Sykes, a huge fan of Belthazor who has adopted every strategm of his in order to gain great power in the real world, and Belthazor, who is determined to stop Sykes from being everything that Belthazhor could have been had Cole allowed it to happen.

The interesting things in this episode are Paige realising for the first time just how nasty a demon Cole was. And the fact that Phoebe is confronted by a victim of Cole's evil.
imust admit though, that that victim (i can't remember her name) annoyed the bejesus out of me. It would have had more emotional impact if she had been more likeable.
How exactly is the underworld getting all these demons through law school anway???

Where did Belthazor's powers go after being stripped by the potion? In light of other episodes of Charmed - Charmed and Dangerous, Sympathy for the Demon, and even Ordinary Witches - powers have to go somewhere. In this episode, they appear to go nowhere. Sykes cannot acquire them. He has already been defeated by Belthazor and sent to the demonic Wasteland for recycling. None of the Charmed Ones can receive them. Neither can Leo. The only one close by is the mortal obsessed with destroying Belthazor. Perhaps she served as a temporary repository of Belthazor's powers until power brokers could extract them for trade in demonic circles (The Fifth Halliwell).
Suppose that were true? Why then couldn't Cole have been saved in Season 5's Sympathy for the Demon by serving only as a temporary repository for these demonic powers until they could be rescued by power brokers? But, then, that forces us to consider whether it was better to keep the powers with Cole, whom the sisters might reliably count on to not abuse the powers - he hadn't thus far - or to return them to the underworld where they might land in the hands of someone far more capable than Barbas of uniting the demonic underworld.

Exactly. If the sisters had allowed the powers Cole acquired from the wasteland to end up back in the hands of demons, extracting them from Barbas would have become a moot tactic. Not to mention, empowering the Underworld they crippled would only create more dangers for them. Something they would not have wanted to risk with Piper being pregnant at the time.
