Though the glamoured looks have helped the sisters thwart the efforts of Homeland Security and the SFPD to expose them as supernatural entities, the ruse is gradually unraveling. Mockingly, Billie has already poked holes in the premise by suggesting that no one is fooled when three "cousins" happen to live in the same manor as the three sisters did. Nor is anyone likely to be fooled when the two of the three "cousins" slip into the jobs of their sister predecessors. Ultimately, however, the "cousins" find it more and more difficult to reconcile their new identities with their twin desires of living normal lives and protecting innocents. To preserve the illusion, it becomes increasingly apparent that they must be willing to sacrifice some innocents for their own survival, a price that first Phoebe begins to judge as too steep. Phoebe also recognizes the personal cost as any relationship she aspires to with Dex rests on a lie. Paige also sees this when she realizes that Whit is enraptured with Jo, not Paige. Yet, it is Paige and Phoebe who respond to Whit and Dex, not Jo and Julie.
Billie contributes to a further unraveling of the illusion by failing to exercise due caution. She ignores Paige's instructions to engage in surveillance only and as a result attracts the attention of Agent Murphy who already harbors enough suspicions about the Halliwell sisters from the instructions that he has received from Agent Keyes who suspects that the sisters are alive and well.
Though Billie is too full of youthful energy and enthusiasm and her disdain for the conservative approach of whitelighter Paige is all too apparent, her actions in fighting the imps are absolutely understandable. She acted to protect an innocent who was being acted. That exposure was the outcome was an unintended consequence, one the Charmed Ones had plenty of experience with. And, as Agent Murphy let on, it was exposure that posed no real threat to the Charmed Ones. Indeed, it would be the opening that would allow the Charmed Ones to shed the illusion once and for all.
