Exactly what is a premonition? Whence does it emanate? As Phoebe suggested many times, premonitions are glimpses into the future and suggest what might happen. Early on, as her power was evolving, Phoebe's premonitions were sketchy snap-shots. Later, they became quite detailed and visceral at times. In addition, her premonitions could also project into the past. So how did these emerge?
One school of thought is that premonitions inhere in the object being touched. That is, a medium, Phoebe in this case, allows a transmission to occur that she herself can see. The source of the transmission resides in the object itself and can relate to both past and future scenarios.
On the other hand, as the events in A Witch in Time seem to suggest, premonitions are powerful tools sent by someone or something. The object, in this case, is merely a transceiver. The premonition does not reside in the object itself. If so, then the question legitimately needs to be asked as to the nature of the sender. The Elders? Angels of Destiny?
In the event, when Charmed first began, it seemed as if the premonition resided in the object itself. Later, as the superstructure crystallized, premonitions came to be viewed as deliberately sent messages, messages capable of being delivered incorrectly.
To the extent that Phoebe was no longer "in charge" of her premonitions does this represent a dimunition in "grrrl power"? Is it yet another strand of the boys rule school of Charmed
