Prior to Season 8, the desire of one or more sisters to part ways and live on their own usually precipitated a crisis. Paige maintaining her apartment. Paige shacking up with Richard. Phoebe living with Jason in China. Phoebe flying to Paris or Rome or whereever with Jason. Dire consequences were predicted and sometimes manifested themselves. Grams was especially adamant that the girls remain together. But why?
Well, part of the confusion here stems from the inability of Grams or Leo - for that matter - to know exactly how much a role the Manor - and the sisters residing in the manor - contributed to the power of three. As I have indicated elsewhere, the sisters' collective powers - the why of why they are so powerful - have many roots: the Nexus, the Book of Shadows, the Elders, the Warren lineage, the Manor itself. Is it any wonder that Grams was so worried less they suffer a decline in power if they each went their separate ways.
Yet, when the Nexus was temporarily rendered useless - at the conclusion of Something Wiccan, their powers do not seem to have dropped off any. Indeed, one could argue that the disparate roots gave rise to an entity which developed a life of its own. Thus, given time and maturity, it was easily imaginable for the sisters to live their own separate lives. Yet, they would always be the Charmed Ones for that was a bond that had been forged through constant struggle and the will to survive and overcome.

An important clarification was provided by ljones in the Charmed Cafe:
The Elders gave the sisters their powers? This doesn't sit well with me. Guardian angels gave power to a family of witches?
Also, those 5 elements that are supposed to make up the Nexus? They are the 5 elements that are a part of CHINESE philosophy - Water, Earth, Fire, Wood and Metal. The 5 elements connected to Wiccan beliefs are - Water, Earth, Fire, Air and Spirit. Someone made a mistake.

Thanks for the clarification. This is further evidence that Wicca was used as a cloak for a show about supernatural beings.
As for the enhancement of powers by the Elders, this was clearly the case when Piper received her power to accelerate particles towards the end of Season 3. Now, this may only serve to muddle the issue regarding the source(s) of Charmed power. It may not sit well with you that the Elders can enhance or even bestow powers. It certainly does not sit well with me that a tangled web has been woven with respect to the multiple sources of Charmed power.

Obviously, I have reconsidered whether Piper did indeed receive her powers from the Elders. I don't believe so. Now, I see the ability to accelerate particle motion as the natural extension of the ability to decelerate particle motion.
