Blinking has come to be viewed as an exclusively warlock phenomenon. Indeed, when the sisters (Piper and Phoebe) blink in Bride and Gloom, this is provided as evidence that they are turning evil. Yet, in The Witch is Back, Melinda believed that Matthew Tate had copied a good witch's power in order to move in the blink of an eye: blinking!

Elder opined: And besides, I thought blinking was a warlock power. Melinda states that Matt got the blinking power from another witch. He should have that just by being a warlock, right?

How did blinking, which is basically a form of teleportation end up being an "evil" power? And why did Constance Burge create such rigid rules in regard to magic in the first place?

I don't know whether we can answer this question. If Melinda is correct that "blinking" was the power of a good witch that Matthew copied, then blinking is not necessarily evil. On the other hand, by the time of Bride and Gloom blinking is seen as an exclusive power of warlocks, i.e., blinking is now evil. As this occurred during Season 3, at a time when Ms. Burge's influence was waning, perhaps we should not blame her. In any event, though, her understanding of all things Wiccan is quite limited in the first place.
