No, I don't think Billie should have been killed. But, she needs to attend Magic School and repeat Leo's lessons about the Elders, the sisters and philosophy, especially as it relates to satisfying one's own needs versus protection of the innocent. She failed horribly in all of these subjects during the five episode run-up to Kill Billie, Volume 2. And, Christy? Was there ever a more one-sided, cardboard character whom you just hated? Even the Source was multi-dimensional. (Cf. All Hell Breaks Loose, Charmed Again, Charmed and Dangerous.) Christy: I've been wanting to strangle her ever since they stopped trying to give her character some character (learning how to put on high heels, to eat with utensils) and turned her into a myopic murderess. Had Christy survived, we would have needed to vanquish her bigtime. The episode might have been called Seven Month ( )itch! You know what the missing letter is!

Honestly I don't think Christy needed to be killed any more than Billie did. Christy was an innocent little girl that was taken by demons, fine she got into trouble and got Billie into trouble as a kid, does that make her evil? More like it makes her a big sister...
Christy was misled just as much as Billie was, actually Christy had much less of a choice in the matter than Billie did. She was brainwashed into being part of the plan to kill the Charmed Ones, it would have been much much harder for her to decide right from wrong than for Billie to. Which is why I always saw her as an innocent and thought that some attempt should be made to bind her powers and deprogram her rather than just killing her like that. (Though to be fair it wasn't the Charmed Ones that killed her so who knows if they had an alternate plan had the young bimbo not TK'd in any other direction...)
Honestly I think Marnette started out doing a much better job with her portrayal as Christy, and had the character actually been that of the traumatized girl torn between evil and hope, that she at first seemed to be (Which seemed to return a little when her parents showed up which seemed to add some depth to the character for 1 whole episode, then that was all for not and back to full one evil with no hint of redemption) I definitely would have liked the character more. But instead they went the overtop SECRETLY EVIL route, and she started over act the part like all the people playing the demon of the week seemed to think they had to do... (Apparently Charmed's directors didn't know how to advise performers to be more SUBTLE!)

And, now comes the difficult part. Suppose Billie, along with Phoebe, could go back in time to save Christy and then do as you quite correctly suggest: deprogram Christy. To what extent is Christy an integral part of the Ultimate Battle? Is the Ultimate Battle a battle between opposing teams of sisters? Or, is the Ultimate Battle simply the long-planned final contest between the old guard of Evil - the TRIAD - and the Charmed Ones? If the latter is correct, then one could imagine an Ultimate Battle Mark III where Christy is saved, Leo is returned, Billie is redeemed, Phoebe loses her dual identity (PhoeBE vs. PhoeME), etc.
