Billie finally sees the error of her ways in Forever Charmed. How will her character evolve? Should she be retained in the new improved Magic School until she learns more about the greater good? Should she be stripped of some or all of her powers? Should her powers be bound?

I don't think she should be stripped of her powers. She was misled by Christy and everything she did she believed was right at the time.

If she had just been misled by Christy, then maybe there might be an argument to be made. Yet, Billie reveals a serious misunderstanding of the greater good and how a witch's actions might or might not contribute to the greater good. She accepts that the sisters are not using their powers towards the greater good. She accepts that somehow the sisters have allowed their own hopes and desires to corrupt their intentions so that the exercise of power for the mere sake of exercising power becomes the Charmed Ones' raison-d-etre. Yet, paradoxically, Billie allows her own powers to be so misused. Hence, their ought to be some penalty for her actions. Stripping of some of her powers and perhaps the binding (temporarily) of others may be an acceptable course of action for the Elders.

You know I get that Billie was misled argument, but the thing is she still decided it was okay to MURDER/KILL/INCINERATE three HUMAN PEOPLE! And I don't care if it's the freaking Pope or your sister or brother telling you that someone (who has done a lot of good in the past and has treated you like a member of their family) needs to be murdered based purely on presumption that they have the possibility of committing evil in the future, you need to have enough of a mind of your own to see that killing like that is just plain wrong. And then for me it was made 10x worse by using Wyatt as a part of that plan... It takes a sick mind to even consider something like that...
Billie definitely needs her powers stripped, and should be sentenced to some serious community service. Like cleaning the Unicorn stables, or cleaning out the troll's caves, or maybe given a good helping of bad luck courtesy of the leprechauns...

Kind of makes one derisively laugh at Coop's question in Forever Charmed when he asked whether Billie had made amends. Hardly!! As you point out, Hell may have to freeze over several times with Billie manning the Zamboni before she will be fully redeemed.
