Previous to episode 14, Charmed has never mentioned any supernatural entity beyond witches, warlocks and demons. True, Rex and Hanna hint at the existence of a powerful demon - the Source - whom they have failed by not succeeding in stealing the Charmed Ones' powers. But, for good magic, we have no idea - apart from a vague sense that the Charmed Ones are part of the Judeo-Christian order - that a supernatural hierarchy of good exists. In Secrets and Guys, this changes. We learn that Leo is a whitelighter, though we had learned previously that he was not just a handyman. We also learn about the Founders, aka the Elders, to whom he reports. Episode 14: Secrets and Guys Phoebe catches Leo changing a light bulb without benefit of a ladder. By lighting another free-standing bulb, Leo demonstrates that he, too, has powers. And, he confesses that there exists a hierarchy of good beyond witches, namely, the aforementioned whitelighters and the group of which they are a part: the Founders. The Founders, later re-christened the Elders, are a referred to as a group of elderly whitelighters. Apparently, they are whitelighters of long-standing whose experience and insight gave them a position of pre-eminence.
